中國維權律師關注組是香港一個非牟利機構,成立目的旨在提倡保障中國維權律師及法律工作者的權利。
組織成立於2007年1月20日,創會成員包括香港著名人權律師和立法會議員何俊仁、立法會議員劉慧卿、張耀良大律師、黃瑞紅大律師、何慧縈大律師、潘熙大律師、關尚義律師、莊耀洸律師和浸會大學新聞系助理教授杜耀明。組織的初步營運經費每年一百二十萬港元由何鴻卿爵士慷慨捐助。
爲推動中國法治與人權的發展,中國維權律師關注組會舉辦研討會、出版有關中國維權律師的報告及文章,亦會邀請這些維權律師撰文及出版他們的文章。此外,亦會發起呼籲中國有關當局釋放那些爲弱勢社群爭取權益而遭受拘禁的律師和法律工作者。
中國維權律師關注組成立宗旨
1. 爲了使中國能達至一個真正的和諧社會,本會支援及提倡法治、憲政制度和人權的發展,包括根據中國憲法和各個中國有簽署的國際公約,全面及有效地保障人民的權利與自由;
2. 在沒有偏離以上概括的表述情況下,提倡和支援在中國施行和平的法律和制度改革,而這些改革需要達至實體公正及/或程序公正,以及依從國際社會接納的準則和國際人權標準,及/或更有效地執行中國現有對公民和政治權利與自由的法律保障;
3. 在沒有偏離上述情況下,呼籲和支援呼籲中國中央、省和地方各級政府,尊重和全面維護法治,尤其是提倡保障公民訴諸法院及聘用法律代表和徵詢法律意見的權利,以及律師接辦這些案件的權利,並提倡反對任何省級和地方官員對維權律師及其客戶作任何形式的濫權行爲;
4. 提升公衆對中國維權律師接辦人權案件的意識、瞭解和關注,以及他們個別和一般面對的困難;
5. 以提倡保障中國維權律師的權利和福利的前提下,本會會在合適的情況下,支援維權律師持續接辦人權案件,以及本會認爲有能夠支援的合乎法治和上述理念的活動,並在香港及其它地方呼籲支援中國維權律師,以及接納他們如上述提及接辦的人權案件與活動。

China Human Rights Lawyers Concern GroupChina Human Rights Lawyers Concern Group (CHRLCG) is a non-profit organisation based in Hong Kong SAR. It targets on advocating for the protection of the rights of human rights lawyers and legal rights defenders in China.It was established on 20 January 2007 by prominent human rights lawyer and legislator Albert Ho Chun-yan, legislator Emily Lau Wai-hing, barristers Cheung Yiu-leung, Ho Wai-yang, Linda Wong and Hectar Pun, solicitors John Clancey and Chong Yiu-kwong, and journalism professor To Yiu-ming. The initial funding of this group valued at HK$1.2 million per year is generously provided by Sir Joseph Hotung.We acknowledge that despite their endeavours to fight for the rights of the underprivileged within the legal framework, many lawyers and legal activists in China have been subject to tremendous political pressure and unfair treatment by the Chinese authorities. They and their families deserve more attention and support from Hong Kong society and the international community.
We believe that the status and rights of lawyers must be respected before China can truly develop towards constitutionalism and the rule of law. To that end, we will hold seminars, publish articles and reports about those lawyers, and will invite them to write articles and commentaries which we plan to publish. We will also conduct public campaigns to support the human rights lawyers and legal activists and appeal to the relevant authorities to release detained lawyers and legal rights defenders in China who take up the causes of the underprivileged, including farmers who lose their lands due to illegal and forcible evictions and workers who suffer occupational illnesses and unfair and unsafe working conditions.
The Objects of the China Human Rights Lawyers Concern Group:
(a) In the interest of achieving a truly harmonious society, to support and promote the development of the rule of law, constitutionalism and human rights in China, including full and effective protection of the rights and freedoms of citizens that are guaranteed by the Chinese constitution and by various international covenants which China has signed.
(b) Without prejudice to the generality of the foregoing, to advocate and support peaceful reform of laws and institutions in China where such reforms are required to achieve substantive and/or procedural fairness and compliance with internationally accepted norms and international human rights standards and/ or the more effective implementation of existing legal protection of civil and political rights and freedoms in China.
(c) Without prejudice to the foregoing, to call upon and support calls on Chinese government authorities at all levels, central, provincial and local, to respect and fully uphold the rule of law, in particular to advocate for the protection of the right of access of citizens to the courts and to legal representation and legal advice as well as of the rights of lawyers who take up their causes, and to advocate against any and all manner of abuse of power by officials particularly at the provincial and local levels in relation to human rights lawyers and their clients.
(d) To promote awareness, understanding of and concern for the causes taken up by human rights lawyers in China and the problems and difficulties faced by them in their activities both generally and individually.
(e) To promote the protection of rights and the welfare of human rights lawyers in China in such manner as the Association considers appropriate, including supporting the subsistence and sustenance of those causes and activities which the Association considers are within its ability to support and which are consistent with the rule of law and the foregoing objectives; and to call for support in Hong Kong and elsewhere for human rights lawyers in China and acceptance of such causes and activities as aforesaid.
